ALWAYS REMOVE OLD WALL COVERINGS -
Most papers manufactured in the last 25 years are washable and coated. This process creates a slick surface, designed to resist stains and dirt. The characteristics of the coating causes most things not to stick to the wallpaper. At best, you can only get a marginal installation. There are processes to make the paper adhere, but again it only provides a marginal installation.
ALWAYS PREP WALLS PRIOR TO WALLPAPER INSTALLATION -
Preparation means patch walls to make them as smooth as possible. Then prime with an acrylic wall primer. This process elimates problems with loose edges and aids in the easy removal of paper in the future.
